A game needs to be fun but also have a challenge to it for the user to overcome and also a reward for overcoming the challenge. It needs to have a great design that fits the game but the design also needs to be simple enough so that any new user can navigate it. But in my opinion the most important thing of all (and I've said it a few times in this reply) is users! Without the users there would be no point to the game and also users help make the game better though feedback and other stuff that users do
